Every property in Harris Central Appraisal District's records has its own 13-digit account number. It identifies your specific property — not your name, not your address alone. You'll find it in three places:
The iFile PIN is a different code from the account number, printed right alongside it on the same Notice of Appraised Value. HCAD requires it specifically to verify your identity when you protest online through owners.hcad.org, the actual iFile filing and tracking portal (not hcad.org itself). Without both the account number and the PIN together, the online system will not let you in.
The PIN is only a requirement of the online iFile system — it is not a requirement of the protest process itself. You can file Form 50-132, Notice of Protest, by mail or by dropping it off in person at HCAD, using only your account number (which, again, is free to look up at search.hcad.org). HCAD (the appraisal district, which sets your value and handles exemptions and protests) and the Harris County Tax Office (the separate agency that bills and collects your taxes) are different agencies running different systems. Their account numbers usually correspond to the same property, but they are not always interchangeable across the two agencies' own websites and forms. When a form or website asks for an account number, use the one printed on that specific document — an HCAD notice for exemption or protest paperwork, a Tax Office statement for paying your bill.

No — your HCAD account number stays the same for as long as the property exists in its current form. It's your iFile PIN, not your account number, that's more closely tied to that year's Notice of Appraised Value.
No. search.hcad.org is public property data and will show your account number, but the PIN is a private code tied to your identity as the property owner, issued only on your notice or directly by HCAD by phone or in person — it is not published in the public search.
