We checked all 1,157,293 single-family homes in Harris County against HCAD's public records. 328,310 of them — 28.4% — have no homestead exemption on file.

Read this before you quote the number: "no homestead exemption ON RECORD" is not the same as "overpaying". It does not mean those 328,310 households are paying too much, and this page will never say that. A home legitimately has no homestead exemption when it is a rental, a second home, an inherited or estate-held property, or a recent purchase where the new owner is still inside the filing window — the exemption does not transfer from the previous owner. The figure describes what HCAD's records currently show, and nothing more. It is a count of records, not a finding about any individual household.

HCAD's appraisal roll is a public record. That is the point of publishing the number with the method attached rather than the number alone. To reproduce the county figure: take HCAD's published roll, keep state class A1, drop records whose site address begins "0 ", join the exemption file, and count the accounts with no residence homestead exemption. To check a single house instead of the whole county, look the account up at owners.hcad.org — the exemptions HCAD has on that account are shown there, free, on the county's own site.

4. If the home you live in is one of the records with nothing on file

Then it is worth a minute, because the fix costs nothing. The general residence homestead exemption takes $140,000 off the value your school district taxes on a home you own and live in as your main residence (Tax Code §11.13(b)). A late application must still be accepted and decided if it is filed within two years of the delinquency date for those taxes, and tax already paid is refunded without a separate application (Tax Code §11.431).

Yes. HCAD's appraisal roll is a public record, published by Harris Central Appraisal District at hcad.org, and any individual account can be looked up at owners.hcad.org. Nothing in this count comes from a private or proprietary dataset. Anyone who pulls the same public roll, filters to state class A1, drops vacant-lot records and joins the exemption file can reproduce it.

Why are some areas measured by mailing city and others by ZIP code?

HCAD's records carry the owner's mailing city, so eight areas that are recognised mailing cities — Bellaire, Baytown, Katy, Spring, Humble, Cypress, Tomball and Kingwood — are grouped that way. Five areas are Houston neighbourhoods with no city of their own and no neighbourhood field in the data — Sharpstown, Alief, Spring Branch, Westbury and Clear Lake — so the owner's mailing ZIP code is used as a proxy. A ZIP proxy follows the owner's mail rather than the house, which systematically under-counts landlord-owned homes, so those five figures are more likely understated than overstated.
